The Series 60 Detroit was introduced during the 1994 model year. I believe #363 was the first with a Series 60, however, there were still 8V92's being put into some of the 1995 models. By then, most of the Newells were 45' so you are looking for a rare breed. Since there were so few, I will try to list them.
#428 is a 1996, with the Series 60 and Allison that is 38' 2" and has no slides. Others with the Series 60 and Allison include: #487, a 41' 0" 1998; #496, a 1998 39' 3" but I believe it was shipped out of the U.S.
If you could live with more than 1 slide: #511, 6" over your limit at 41' 6", is a 1999 but has two slides and was recently listed on RVTrader; #526, a 1999 2 slide at 41' 6" as is #560, a 2000; #616, a 2002 with 2 slides is 40' 6" and #652 is a 2003, 3 slide 40' 6" that was listed as of a couple of months ago on Bus-stuff and at Marathon.
There have been a handful of Newells built since 2004 that are 41' or less: #724 a 2005 40' 6", #748, a 3 slide 2005 40' 6" with a Cat C-13 and Allison, #1471, a 40' 6" two slide 2013 with the Cummins ISX 600 HP and the Allison 6.
#1505 at 39' 6" is a 2015 and, to my knowledge, the shortest Newell ever built with a slide. I am not sure what transmission installed in #1505.
