Dennis, if your set is a Kohler, it won’t have a manual lift pump.  Kohler uses an electric pump.  Without pictures, you could have a solenoid that is directly connected to the injection pump or, it could be mounted to the block with a linkage.  Either way nothing happens until the injection pump rack is moved to full fuel position, then the governor takes control..

If you have introduced air, it will need to be bled first.
